<description><![CDATA[Wednesday was a huge day for us at Biomass Magazine as the Obama Administration made several announcements that generally favored the biomass industry.
The first was the final rule allowing for the implementation of the renewable fuels standard (RFS2) of 36 billion gallons by 2022. The ruling drastically reduced the cellulosic ethanol requirement from 100 million gallons to 6.5 million gallons, but the industry seemed to think that was the right thing to do given the reality of the current production situation. Also, the U.S. EPA has said it will monitor the cellulosic biofuel industry and review the rule each spring and issue a new rule by Nov. 30 of each year.]]></description>

<description><![CDATA[A short-lived amendment to the federal Department of Interior?s 2010 appropriations bill (HR 2996) caused quite a stir this week. The bill, which was offered by Sens. Tom Harkin, D-Iowa, Chuck Grassley, R-Iowa, and Ben Nelson, D-Neb., was intended to prohibit the use of fiscal year 2010 funds by the U.S. EPA to include international indirect land-use change (ILUC) emissions in implementing the renewable fuels standard (RFS2). Under RFS2, fuels must meet specific greenhouse gas emissions targets to qualify for the program. As it is currently written, the EPA would include greenhouse gas (GHG) emissions associated with ILUC in its calculations.]]></description>

<description><![CDATA[It would be easy for the biomass industry to just ignore the issue of indirect land-use change and leave it to the ethanol and biodiesel industries and the corn and soybean growers to deal with, but that wouldn?t be prudent.
<br><br>The truth is indirect land-use change could impact all land users, including biomass. In fact it should impact everyone. I?m not saying that I?m in favor of using indirect land-use change to regulate greenhouse gas emissions for renewable fuels, but if the U.S. EPA is going to make that leap it must do the same for everyone. If they aren?t willing to do that then it should just be dropped.]]></description>
