Santee Cooper contracts for biogas power

South Carolina’s state-owned power and water utility Santee Cooper has signed two power purchase agreements (PPA) for a total of 3.2 megawatts (MW) of electricity that will be generated from two organic waste-to-power facilities proposed in South Carolina.

W2E-Organic Power, which is actively developing six additional projects across the U.S., is building a 1.6-MW biogas plant in Columbia, S.C., that will utilize food waste, grease and yard waste. It has already received an environmental permit from the state and could begin delivering power to Santee Cooper within a year. McEntire Produce, Pascon Recycling, Dorado Services and Eisenmann Corp. are partners in the project.

BioEnergy Technologies plans to use pre-consumer food waste, grease, food processing waste and wastewater sludge to generate 1.6 MW at a facility planned for Berkeley County, S.C. Bioenergy Technologies plans to begin the permitting process soon and expects to be delivering power to Santee Cooper late next year.

W2E will transmit the electricity to Santee Cooper’s transmission grid; Bioenergy Technologies will deliver the electricity to Santee Cooper through Berkeley Electric Cooperative’s distribution system. The projects together will produce enough power for 1,600 homes.

Both PPAs are for 20 years. Santee Cooper now has 187 MW of renewable power online or under contract, which includes biogas, woody biomass, anaerobic digestion, wind and solar energy. Forest waste and woody biomass-based energy account for the majority of that power, at 154 MW.

    This is great news for the renewable power industry in South Carolina. Santee Cooper's approach to developing a distributed network of renewable energy suppliers will not only help insure the effective development of renewables but also have an impact on rural economic development.
